To meet the increased flow of traffic in and around the Town of Purcellville, the construction of the Southern Collector Road has long been planned.
The Southern Collector Road was contained in the Town's first comprehensive plan, adopted on June 20, 1978. It has remained in Town planning documents ever since. It was included in the county's 1991 general plan, the 1995 PUGAMP, in the 1995 countywide transportation plan, and the current draft update (see www.loudounctp.com). It also remains in the current county comprehensive plan.
The Town's approval of the Village Case development on November 14, 2000, and the Hirst Farm development on July 5, 2001, required the developers to build portions of the roadway within their developments. Those sections were completed by the developers.
The remaining 0.25-mile segment of the roadway is all that remains to be completed of the roadway first adopted more than 31 years ago.
In September 2002, the Louis Berger Group, Inc., completed a study that analyzed various alternative alignments and their construction and incorporation into the town’s transportation network (see links below). In 2008, the town retained Patton Harris Rust & Associates (PHR+A) to review the 2002 study in light of current Virginia Department of Transportation requirements and ongoing traffic patterns in the town. PHR+A recommended some minor revisions and provided the town with four additional alignments for consideration (see links below). At its November 24, 2008, infrastructure committee meeting, the Town adopted one of those alignments, known as Option 3, which is highlighted in green on the PHR+A concept plan. At the July 27, 2009, infrastructure committee meeting the Town adopted a new, updated preferred alignment shown in red on the updated PHR+A concept plan. The preferred alignment avoids direct impacts to the existing farming operations of Crooked Run Orchard.
